Richard Vincent Whelan (January 28, 1809 – July 7, 1874) was an American prelate of the Roman Catholic Church.He served as bishop of the Diocese of Richmond in (1841–1850) and as bishop of the Diocese of Wheeling in West Virginia (1850–1874).
